Title: Fan Will Not Switch Off

'89 M22. Last night I  switched on my Swamp Cooler and when I switched it off, it kept going. What think you?

Is there a middle position on the 'Exht/ICool' switch?

It may be that the switch is broken in the connected circuit position.  Disconnect it at the switch and see if all you need is a new replacement switch.
