Sort of, it's a tire pressure equalization device that attaches to the rear dual wheel's stems.
It keeps both tires at the same pressure and has a gauge, to monitor the pressure, and a fill valve. There should be two of them, one for each side.
It's a rare item not often seen on RVs, more often on commercial trucks.

Kudos on that ID Larry, I haven't seen any those since I was a young pup and my dad was an Over the Road driver.
But tell me, if one dually looses pressure, does it's running mate follow suite?

The old school equalizers are connected together, newer models may have some sort of pressure-sensitive check valve to prevent the total loose of air if one gets a leak.
The ones seen on commercial trucks usually have TPMS sender attached.
