I did this years ago. It was easy. Not so now.
There is probably a special wrench designed for the purpose?
If I remove the shroud to the left of the valve I might get a small pipe wrench on it.

Don ... mine was a bit tight when I removed it last year. I just used a bigger wrench and it broke loose. If it's really stuck, I might consider a shot of penetrating oil. And I didn't need to remove the shroud. The PRVs are rather inexpensive so you might consider a new one.
Is the valve directly screwed into the hot water tank?

I agree with Ed & Margee. If you're going to the trouble to remove the valve from the water heater, replacing it is a wise decision IMHO.

Mark, that is what my service guy used when he did mine a year ago. It was crudded up and had a slow leak. He used a 24" breaker bar with a 2 foot pipe extension to break it free.

Amazing what a little aluminum/brass interaction can do. I used the tool, but a regular wrench. I suspect it came out easier because the water heater was only a few years old.
I'd offer to give Don the Camco tool I bought (as I shouldn't need it for a while), but it's at home and I'm not.

Not having the dedicated tool, I use a 12' crescent wrench opened up and slipped over the end of the relief, so the wrench is sticking outward. A extra long screwdriver is inserted through the hole in the crescent wrench's handle. It's used with a breaker bar to loosen the valve..

yep, that's the camco # for 3/4". thanks
