Title: Removing tire cover on LD 23.5

I recently purchased a 1999 LD 23.5...The rear tire cover has a hinge on one side and is held closed by an Acorn nut,  When I try to remove the acorn nut, it turns but does come out.  Can anyone tell me whether the nut comes off a threaded steel post or is the acorn nut the head of a bolt?  I can not see behind the tire cover and I am trying to figure out how to get it off without causing damage.  Any ideas are welcome.

The acorn nut that holds the spare tire cover threads on to a steel 'post'.
